Fringed Cardi?

So at a show a couple of months ago, after The Pembroke's were done I noticed something off. Next in the ring were Cardigans and one of them was so heavy fringed I almost thought it was a fluff! Now closer looking at it the body seemed normal length but the feathers on the backs of all 4 legs down the pants and tail and mostly on down the ears were long, very long. I was wondering, how long is to long for Cardi fringe?

The heavy ear and leg fringe without seeing it hard to say for sure, but Cardigans can be fluffy/coated too. What you described fits the description of a Cardigan carrying too much coat. And just like in Pems, there are variations in fluffiness -- some can be full out Sheltie like, others almost normal body coat with excessive fringing/feathering on extremities.
